Tim Berners-Lee is a British computer scientist who, while working at CERN, wrote a March 1989 proposal for a distributed hypertext information system, then built the first web browser, server and the HTML, HTTP and URL specifications by Christmas 1990, releasing the software publicly in August 1991. He and CERN chose not to patent the Web and released it royalty free, a decision credited with its rapid global adoption.
